How to prove the value of PR to management

Connect PR results to business goals, choose meaningful measures, and build a management report that supports decisions.

To show management what PR contributes, start with an agreed business goal. Define the audience change your communication should support, then report progress against a baseline and target. Coverage counts help describe visibility; they do not establish business impact on their own.

Advertising value equivalency, or AVE, answers a different question again. It estimates the cost of equivalent advertising space. That hypothetical price does not measure what communication achieved.

This guide shows how to build a management report and use it to make decisions. For individual metrics and formulas, see our guide to PR KPIs.

Agree what management needs PR to contribute

A budget discussion needs a connection to priorities such as demand, hiring or reputation. A list of 340 articles cannot establish that connection by itself.

Start with the business objective, then identify the audience and the change communication can realistically support. For a manufacturer seeking more enquiries from engineering consultancies, that might mean improving awareness of its expertise in older buildings and encouraging consultants to request a technical discussion.

The Barcelona Principles 4.0 call for clear, measurable objectives. Agree the baseline, target, deadline and data owner before work begins. Discuss these with the executives who fund and evaluate PR, as the Institute for Public Relations guide recommends. Include what PR can influence and what also depends on sales, pricing or product quality.

Choose evidence at the right measurement level

This article follows the AMEC taxonomy and Integrated Evaluation Framework:

LevelWhat it describesExamples
OutputCommunication distributed or publishedRelevant coverage, messages in articles, share of voice
OuttakeInitial audience attention or responseAwareness, recall, visits, general enquiries
OutcomeChanges in understanding, attitudes or behaviourTrust, preference, intention, qualified leads under an agreed definition
ImpactResults for the organisation or stakeholdersSales, reputation, relationships

Terminology varies between frameworks. AMEC places awareness among outtakes while acknowledging overlap with short-term outcomes. Name your framework and use the categories consistently. Here, a general enquiry is an outtake; an enquiry becomes a qualified lead only when it meets the criteria agreed with sales.

Clipping counts and share of voice are useful output measures where they fit the goal. Neither is compulsory for every objective, and neither replaces evidence about the audience.

Choose the evidence to match the question:

  • To assess awareness, survey the intended audience. Branded search can add context, but advertising and seasonality affect it too.
  • To assess trust, ask the audience about trust. Sentiment and message pull-through describe coverage, not how people received it.
  • To assess demand, follow enquiries through qualification in the CRM. Record how media contact was identified and keep general enquiries separate from qualified leads.

Share of voice adds competitive context. Keep the topic, competitor set, sources and counting unit stable, and review tone alongside volume. Crisis coverage can increase your share too.

For thought leadership, define the topic on which you want your organisation to be recognised as an authority. Topic coverage, expert quotes and invitations provide evidence of visibility or interest. Audience research can test whether people recognise that expertise.

Where AI visibility fits

Earned media can contribute to the information environment that AI systems draw on. The AMEC GEO Principles discuss those upstream sources and the limits of interpreting observed AI answers. A placement followed by a brand mention does not establish that the placement caused it.

Report mentions and cited sources from a defined set of questions, providers, languages and markets. Repeat the tests and document the method. Keep this visibility indicator separate from audience outcomes: a generated answer does not prove anyone saw it. Our guides to AI visibility and earned media in AI answers cover the detail.

Build a one-page management report

Start with a one-page executive summary and provide supporting detail separately. Include the agreed objective, results against milestones, a few supporting examples, limitations and the decision you need.

Choose the reporting cadence around the work. Monthly operational reviews and quarterly management reports are one option. Schedule surveys around campaign objectives and expected changes; there is no universal requirement for annual surveys.

Example: a fictional heat-pump manufacturer

Beispielwerk GmbH wants more qualified enquiries from engineering consultancies. Its team agrees three communication objectives for Q4:

  1. Increase aided awareness among consultants from 31% to 38%.
  2. Increase the share of trade articles carrying its message about efficiency in older buildings from 22% to 40%.
  3. Increase quarterly qualified enquiries with a recorded media connection from 40 to 60.

The second objective tracks message distribution, not audience understanding. The team also tracks pipeline association to discuss the commercial context. All figures are fictional and serve only to illustrate the report.

Trade articles carrying the core messageOutput22%32%35%40%
Pipeline associated with recorded media touchpointsBusiness context, not attributed impact€0.9m€1.1m€1.3m€1.5m

The summary could read: "Qualified enquiries with a recorded media connection reached 58, above the Q3 milestone of 50. Message presence also exceeded its milestone. Awareness is one percentage point below plan, but we cannot yet establish a meaningful change from baseline. We propose keeping the Q4 enquiry target at 60 and reviewing sales follow-up on the 58 qualified enquiries before increasing campaign spend."

The method note makes the figures interpretable:

  • A qualified enquiry comes from the target audience, concerns a relevant project and is accepted by sales for follow-up. Count each enquiry once. A media connection means the person named an article or submitted the enquiry through a recorded referral from a media site.
  • Message presence is the percentage of all unique articles about the company in the fixed trade-media set that contain the defined message. Use the same coding rules each quarter.
  • Awareness comes from comparable quarterly samples of 400 consultants, with the same question and recruitment method. Even under a simple random-sample assumption, percentages near one third have an approximate 95% margin of error of five percentage points. The rise from 31% to 34% alone is insufficient evidence of change; the actual survey design may add uncertainty.
  • Pipeline means the value of open opportunities with a documented media touchpoint at quarter-end, counted once per opportunity. It is neither revenue nor a measure of PR's causal contribution.

If AI visibility is relevant to the objective, add it as a separate diagnostic. For example, run each of 40 fixed questions three times per provider across three providers, starting a fresh session for every question on every run. This produces 360 answers per wave. A brand mentioned in 61 answers has a mention rate of 16.9%, rounded to one decimal place. Count each answer at most once, keep language, market, settings and timing comparable, and record provider versions where available. Show each provider's rate alongside the combined rate, which weights all three providers equally. Report failures separately; the example assumes all 360 answers completed. This describes the test set, not the share of real users reached.

Compare campaigns against the decision you need to make

Use equal measurement windows and the same definitions of cost, enquiry and qualification. Compare results against each campaign's objective. A trade-fair programme may support customer relationships as well as new demand, so enquiry efficiency alone cannot settle its value.

In this separate fictional example, all three campaigns aim to generate enquiries from the professional audience. Results cover six weeks after launch; budgets use the same scope of staff, agency and production costs.

CampaignBudgetAll articlesTarget-outlet articlesArticles with core messageGeneral enquiries with media connectionEnquiries per €10,000
A: Product launch€40,00096931%225.5
B: Data study€25,000381458%197.6
C: Trade fair€60,000711124%152.5

Message percentages use all articles for that campaign as the denominator and are rounded to whole percentages. An enquiry has a media connection when the person names an article or submits it through a recorded media referral. Deduplicate enquiries across campaigns using a fixed assignment rule. These enquiries have not yet been qualified, so they remain outtakes and differ from the qualified leads in the quarterly report.

A produces the most enquiries. B produces the most enquiries per euro, calculated as enquiries divided by budget, multiplied by €10,000. Neither result establishes which campaign brings the best leads or most revenue.

Before reallocating budget, review qualification rates, subsequent sales progress and the other objectives. C's lower enquiry efficiency supports reviewing the trade-fair format or testing a smaller press event. It does not by itself justify cancelling the press conference.

Explain attribution limits and replace AVE

A before-and-after survey measures change, but does not establish that PR caused it. Advertising, sales activity, product changes and wider news may influence the same audience. Use comparable samples, report uncertainty and consider a comparison group where feasible.

Media referrals and CRM touchpoints can miss influence when people read without clicking. They can also overstate PR's contribution when several activities support a sale. Label associations as associations, and explain what evidence would support a stronger conclusion.

AVE cannot resolve that attribution problem. Principle 5 of the Barcelona Principles 4.0 rejects AVE as a measure of communication value. If it has been your headline number:

  1. Explain why the historical series is ending and retain old reports as records.
  2. Agree replacement measures aligned with the objectives and the principles, including audience evidence where relevant.
  3. Establish their baselines and start reporting them. Document the break in the series; do not continue AVE alongside them or convert it into a new metric.

There is no universal substitute expressed in euros. Our guide to advertising value equivalency explains the distinction between advertising cost and communication value.

Use tools to assemble the evidence

PR software can help collect coverage, compare competitors, examine messages and prepare reports. Check whether its sources match your target audience, its definitions remain stable and you can inspect the evidence behind each number.

aclipp is a European PR analytics platform from Germany. It combines media monitoring, including global online monitoring across more than 150 million sources, competitor comparison, AI visibility and reporting in one workspace. Those records support the media and AI visibility sections of a management report. Audience research, web analytics and CRM data complete the picture.
